A Corrupt File, Perhaps?
Cancel the update, and then perform this from your computer. Use my User Tip: Making Use of a Computer for Updating an iOS Device - User Tip.

Use a different computer, if need be(i.e.: friend’s or family member’s) with their permission, of course :)

Method of Troubleshooting:
There's no reason to purchase that, unless it comes down to it. It's just a method of troubleshooting. Being unnecessary upfront, that's why I've mentioned in a comment --not my original User Tip.
Use the Computer:
Moving forward with installing this, then try by using a computer. Once again, it's just another method of troubleshooting. Don't want to do it --then don't proceed with it.

A Glitch, Perhaps?:
It's likely a glitch in the update. So, report this occurrence to Apple.
Reporting this to Apple:
Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

I've checked the files on my iPad and the update is there: 15.1.
However, when I connect (using a USB cable to lightning) it recognises the iPad and checks for an update. I am then informed that it is up-to-date with 15.0
Forgive my frustrated comment.
I've connected my computer to my iPad and, as I said before, I get the message that my iPad is up-to-date with version 15.0. How do I update iPad to 15.1 which is already downloaded and waiting?
I even went as far as restoring it last week just to get it updated .
I've just tried with another computer. Get same result.
Don't understand why iPad tells me it has downloaded 15.1 but when checking for update I get the message shown in the screenshot.
