I have moved my iPhoto library to an external hard drive and now I can't sync my photos to my iPad during backup and sync.?

The syncing with the iPad is only syncing the System Photos Library. After moving the library, you have to make it again the System Photos Library.
If you have not yet done so, open your Photos Library in Photos, then go to the menu "Photos > Preferences".
In the "General" tab click "Use as System photos Library", then restart Photos and try to sync again.

Your right im sorry, yes I'm using photos and running OS12. photos works fine as I've redirected the Library loc to the external drive. My problem is when I want to sync my iPad and sync photos, it seems to be looking for the old loc on the Mac and I can't see where to tell it to look at the new loc.
What format is the external drive? It needs to be formatted Mac OS Extended (Journaled) or APFS and directly connected to your Mac
