Pch app isant working it says privacy policy disable how can it be corrected

I have done what it says close apps that might be runing.and it says tap privicy policy twice I did that but it is still frozen I rebooted iPhone SE nothing works.can it be fixed or removed from pch without losing the data

There is no reason to keep saying the same the I have said it alleady will someone correct to problem please
