im unable to download free apps it tells me its unable to purchase

On what exact iPad model? Use these instructions:--> Identify your iPad model - Apple Support

What iOS/iPadOS version is currently running on it? Go to Settings>General>About>Software version.... bearing in mind that, depending in the operating system version, you might be unable to download apps which require a more recent version.
