How you do this depends upon the type of data. iCloud isn't like a hard drive. You access data using individual apps. Use the apps appropriate to the deta type you have and then download the data to your computer. Alternatively use the app interfaces at iCloud.com by logging in there and then download the files, directing them to your external drive.
There's also this service bu I have never used it an I have no idea in what format the data are presented:
