iOS 12.5.x Navigation&Compass Issue on iPhone 6

I recently want to use my iPhone 6 as navigation device. When I use these maps (like Apple Maps, Google Maps or Here) the GPS position and compass are work. But when I change it to navigation mode, the GPS and compass are failed. The location can't be updated, and also can't see the compass status even the GPS status is detected. When I use Here application and navigate to destination, it always shows "detecting GPS" and the location is still on the start, but when I leave the navigation mode to map view mode, the GPS and compass are fine and get my location quickly.

I also went to Apple Store for changing battery last week and do the hardware test, the GPS is fine. So I always think it's iOS issue rather than hardware problem, but Apple (on the phone call) still says it's hardware issue. Does someone also have these problem?
