Hi jb550,
We see that you're unable to drag playlists into a Playlist Folder, and we’re happy to help.
Drag and drop items on Mac -- Just to confirm, these are the steps to use to drag and drop items.
How to use safe mode on your Mac -- If you’re doing it correctly, restart your Mac in safe mode and test the issue. Whether or not you’re able, restart your Mac normally to exit safe mode. If you were able to in safe mode, test again once you’re back to the Desktop. Please be aware: "When you start up in safe mode, your Mac prevents some software, such as startup items, from loading, and it performs a check of your startup disk. Your Mac may take longer to start up because of the check."
New user or group setup -- If you weren’t able to drag and drop playlists, or it stopped working after exiting safe mode, create a new Administrator account and test there. You’ll need to exit your own account and log into the new one, and also add some music to this user account to test.
Let us know how that goes.
Take care.

Apple Music subscription as well as Apple Music the app? If so you might not be able to move Apple Music (subscription) playlists into the local library directly. I think the workaround is to copy and paste the contents, but not a feature I make use of.

Have you reimported the library from an XML file at any stage? I believe this can replace playlist folders with smart playlists in some cases. Are you able to manually create a new playlist or folder inside one of the folders that you want to add to?

Following the steps outlined in the response. When I attempt to release the folder, it drops back to the original location.
No to the first question, and yes to the second.
Thank you for the suggestion. It has now sporadically starting working, and I was able to move about 20% of the playlists.
