Since you subscribe to Apple Music, 'you can turn on Sync Library to access your music library and music that you've downloaded from Apple Music on all of your devices.": Turn on Sync Library with Apple Music.
iCloud isn't a back up storage, which means there isn't a way to move music there. You'd want to be sure that you keep the music on your external drive in the event your Mac becomes lost, damaged, or replaced. See the article above for more information.
