Not connecting to cellular data

My Apple Watch isn’t connecting to cellular data at all. I’ve turned it on and off. What is set up wrong

Apple Watch Difficulties My apple watch doesn’t seem to be able to work in its own with its own cellular data. For example if my iPhone was powered off, the apple watch wouldn’t be able to work.
