MacBook Air issue-Folder icon at startup

Mac has a file folder with a question mark in center with a blank screen. It flashes. Have had memory disk storage issue messages in the past which I have attempted to correct by removing some data which helped.


Not sure what is happening now, but how can I fix this flashing folder issue. Is my Mac dead?
