United Kingdom is a supported country or region for Apple Pay
Countries and Regions that support Apple Pay : https://support.apple.com/en-us/HT207957
India is not on that list, so leads me to believe your region on your device is not set correctly.
You can change your device country or region by going to: https://support.apple.com/en-us/HT204031
Settings > General > Language and Region > Change to United Kingdom
Also may want to change your Apple ID Country/ Region. You can do that by following the resource below.
