I'm planning to buy a new iPad for my spouse. The old iPad was under my apple id. I will have a new apple id for my spouse and want to restore the old iPad backup to the new iPad with the new Apple id. Can I do that? Is there a specific 'what to do first, second, and third process to ensure success?

Not functionally, no. Everything on that iPad is tied to your Apple ID. It's probably easiest to start from scratch with new new Apple ID.

You can certainly do that. The best practice when changing Apple IDs is to reset the device. But, again, the apps, purchases, etc. on the iPad are connected to the current Apple ID. So, using a new ID will render that content unusable.
What if I added the new apple id on the old device first? Still has the same apps on it.
OR
Change the apple id on the old device, back up device with new apple id, buy new ipad and restore back up on new ipad using the changed/new apple id from the old device?
