Parallels question using older macOS

I have a 2013 MacBook Pro running High Sierra. I have an older 32bit version of Photoshop that I want to continue to use. I've been thinking of upgrading to Big Sur, but will lose 32-bit app access. Can I install Parallels and install High Sierra there? Then just install the 32-bit apps that I still need to use? Thanks.

Has anyone done what I am proposing? I just purchased a copy of Parallels 17, but I just realized it is a subscription for 1 year (boo). I guess I can try it and see how it works. I would like to install it on my son's new 2020 Intel MBP running Big Sur. I guess if it works, I can buy the one-time version next year. Hopefully, I can transfer my working virtual machine to it. All I really want to do is run an old version of Photoshop CS3
