How to make the ring tone (Classic) more sustained when a call comes in? Rings once and then only 2 times softly. Useless unless phone in pocket!

My ring tone (classic) on Apple 11 rings once and then goes very soft. Vol. set to highest, and buttons set to not affect volume. How to make it more sustained
