Certain countries have restrictions imposed that disable or limit certain features in the iPhone.
For example, in Middle eastern iPhones, will have FaceTime restricted unless using certain allowed carriers in the area.
Japan phones for example have the Camera shutter permanently enabled by Government mandate.
So yes, depending on intended country of sale some things may limited or unable to be turned on, or entirely not accessible.
No such thing as an international version however. Usually phones labeled International are either meant for the U.S or other country with no restrictions. With those phoned however, warranty will only be valid in the country they are meant for.
Always buy the iPhone in the country you intend to use it in.
