This will have to be performed from a Qualifying Computer to run the version of macOS to be made on the Bootable Installer. Example : Bootable Installer of Monterey would have to be done on a computer that Qualifies to run Monterey.
Notation - if this computer came pre-installed with a version newer than any of the desired downloads - it will not Qualify to download the Older Versions - period.
If that is the case - one will have to have access to a computer that does Qualify to run any or all of the desired older versions of macOS.

well, after 2 days of troubles, i made it work.
1-4. tried more times, no luck
so working method for me was:
sudo /Applications/Install\ macOS\ Mojave.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume
4. on Mojave, download BigSur InstallAssistant.pkg from apple CDN link: http://swcdn.apple.com/content/downloads/43/03/002-23589-A_JLC10H5DJX/7qxktjph49leko1s3jwaqdlh2b3uzyrlfv/InstallAssistant.pkg
Done

I understand that. and I know how to perform macOS installation from bootable usb. my question isn't about that. to create a bootable usb with bigsur, I need the bigsur self.
my MacBook is intel based, but I can't download Big Sur at the moment, from my MacBook(2019) what have Monterey right now(updated form bigsur), and I want bigsur back, but can't download it. is there a reason except servers down?

FWIW, 1.6.1 was not working earlier. It appears at least the cdn servers are back online.
I assume what "internet recovery" doesn't work because of that ?
my, MacBook Pro (15-inch, 2019), came with high Sierra on it... and I want to go back to some of previous version, high Sierra or bigger, but not Monterey...

If is does download 100% - if it tries to Launchpad Force Quit and then proceed to make the Bootable Installer.

Sorry but a MacBook Pro listed as 2019 could not come with High Sierra macOS 10.13.
Nor could it every have High Sierra installed on the computer.
High Sierra was released on September 25, 2017
A computer from 2019 may have had Mojave macOS 10.14 or possibly Catalina macOS 10.15
The Below will Wipe ALL Data and there is not Recovery - period.
To perform this action will require booting from a Bootable Installer.
This will have to be performed from a Qualifying Computer to run the version of macOS to be made on the Bootable Installer. Example : Bootable Installer of Mojave / Catalina would have to be done on a computer that Qualifies to run Mojave / Catalina.
Once that is done read on for preparing the Destination computer.
Only works on Intel Based Apple Computers.
Extra Special Notation regarding the Touch ID equipped Apple Computer.
About Startup Security Utility and Must Enable from Recovery Mode the ability to boot from External Drive Before Attempting
1 - Shutdown computer and disconnect all external drive Except the newly created Bootable Installer.
2- Restart and immediately hold the OPTION key until the Startup Manager appears and choose the USB Drive.
3 - It will present options >> Disk Utilities >> View >> View ALL attached Drives.
4 - Choose the Upper Most Drive ( not the volumes indented and list below ).
5 - The drive normally is called Apple Media or Apple SSD - that is the drive to Erase and format as APFS with the GUID Partition Map.
6 - Once that is done >> backup out of Disk Utilities and choose install macOS.
7 - Follow the prompts and it may automatically reboot several time.
8 - Upon a final reboot - Setup Assist will present with the new version of macOS.
Interesting - just attempted on Mac Mini M1 originally with Big Sur before upgrading to Monterey using How to get old versions of macOS and yup - dead air nothing happens like your.
Conclude the Apple Servers are still playing up.
Try Terminal and this command without quotation marks
" softwareupdate --fetch-full-installer --full-installer-version 11.6.1"
What happens when you try ?
