MacOS Catalina Security Update 2021-007 10.15.7 not installing

This security update has been stuck in the software update app for what seems weeks now. I am running a mac min 2012 with MacOS Catalina 10.15.7

I only ever updated when advised by the app and the system preference app shows a red 1 top right. Noting I do allows the update to progress or to be removed.

Can anyone advise how I get this to either progress in the simplest way or for the update to be removed.
