To get started, does this behavior occur on multiple devices or different network connections? If so, we'd advise verifying that your subscription is active. Our video at How to manage subscriptions on your iPhone, iPad, or iPod touch | Apple Support shows a number of options to do so.
If you can confirm it is active, next check to be sure you are signed into the account that has the subscription. Go to Settings > App Store to check which account you're signed into or to sign into your account on our current iOS software. You can also use Settings > Music to confirm that Sync Library is enabled for these features.
