I am trying to mirror stream from Laptop to TV. Airplay option is available in Displays in System Preferences. What do I do? How do I airplay when then is no clickable option to turn on

Inform Apple of this:
Give Apple feedback on what is going on here. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what is going on, and what needs to be fixed.

Use of an AirPlay-Compatible Device:
Do you have an AirPlay compatible device? If not, then it would not work. Go Here: AirPlay-Compatible Devices - Apple Support

If Neither of the Above Works...
Two Things...
A. Go here: If your Mac Starts Up to a Question Mark - Apple Support
B. Reinstall the macOS:
Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.

Click "Add display" and choose where you want the signal sent. If the device is not on your network, it won't be in the "Add Display" list.
I'm having the same problem and the tips in the article/link don't help.
It's not just my mac, but airplay has stopped showing up on my partners laptop too. It's got to be the Apple TV box, which we have restarted and reset ... still not working
