Both work with other devices. Likely an incompatibility between iPhones new wpa3 security and older iOS devices that don’t support that. iPad works with hotspot from iPhone XS. iPhone 4s won’t connect to iPhone 13 mini personal hotspot. Androids iMac windows that don’t support wpa3 are all able to connect to iPhone 13 mini hotspot.

Thank you for your attention on this- I did start there. It doesn't work. I believe there is an incompatibility between the WPA3 of the iPhone 13 mini and the older iOS devices in their negotiation. Can likely be fixed with a software update to either or both.

Settings, Personal Hotspot, is "Maximise Compatibility" turned on?
That turns on the old standard Wi-fi protocol
Tried maximize compatibility and it doesn’t solve the issue.
Do you have any VPN running on the ones that will not connect?
No VPN running on either.
