I have an old I Pad mini (MD531LL/A). I can’t update the operating system because of it’s age. Is there anything I can do with it other than toss it out?

By toss it out, you mean recycle it responsibly; that's an option.

Or, you can continue to use those apps that remain functional. I use a very old iPad just for books and internet.

You can also give it away, but do this first: https://support.apple.com/en-us/HT201351

As long as whatever apps are on it are useful to you, then it may be worth keeping. The only reason to recycle it would be if the apps you need but don’t have are not available for its older version of iOS.

Computing devices are only really obsolete when they do not or cannot meet your needs or desired use. As long as they do, it doesn’t really matter if they cannot run the very latest operating system or not.
