Why does Screen Time keep tracking Twitter iOS links as being used, even if the website is not open?

I click on my screen time and see it's been 100% on all hours while I've been sleeping. And what's causing it is a link to an article I read I had read in Safari from a link I clicked on Twitter.

First, Restart your iPhone - Apple Support and Update iOS on iPhone - Apple Support.


If the issue persists, turn off Screen Time, then Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support.
