This seems suspect because the explanation was given that Apple is having iCloud problems. Is this a thing happening right now or is there another purpose for sending and receiving messages using cloud.com vs phone number?

If the person doesn't have an iPhone, all iMessages would come from their email address.
It would be up to the person messaging you from an iCloud account to decide where they wanted the messages to originate from. They can select in Settings>Messages>Send & Receive>Start New Conversations From.
