I am trying to upload a photo for printing to this site:
I select the highest quality 5.7 meg file but all it lets me upload is a compressed 700k file.
I want a decent sized print of this photo so I do want to upload the best image I can.
Any suggestions, please?

Are you using iCloud Photos?
If yes, your photos are surely stored there in full resolution, and you can try to download some of them to a computer using this procedure:--> Archive or make copies of the information you store in iCloud - Apple Support. When done, open that website (using your computer browser) and try to upload pictures from there.
If no, as already suggested, contact that site for help.

Perhaps that website's administrator limits the full resolution uploading directly from a device.
You might try to use GoogleDrive or DropBox and check if something changes.
Shoudn't be this case, contact that site admin and ask there.
