Could you explain how your question is related to the original question?
If you need more iCloud+ storage up to 4 TB, by all means rent it.
But if you're out of iPhone storage, adding iCloud storage won't help—beyond giving you a place to manually or automatically offload some of what's stored on your iPhone. And if you're already doing all of that as many folks are, you're still going to have to (manually) manage the iPhone internal storage.
And iCloud+ won't help with a 16 GB iPhone, or pretty much any other iPhone with too little storage for your current and likely future needs. Saving money at purchase time can unfortunately cost in time and effort managing that (insufficient) internal storage over the life of the iPhone.

You may need to reconsider your storage plan.
iCloud storage is best used to a) offload little-used data from your device to iCloud, with an automatic restore-on-use model, and b) synchronize data between devices.
If you are actually using 2TB in iCloud storage, have enabled the offload options, and are still out of room on your device, then you're exceeding the design of iCloud Storage. You may need to look at some kind of cloud storage service geared towards your use case (for example there are many services geared towards large photo libraries, large file storage, backup/archiving, etc.)
iCloud+ currently permits up to 4 TB.
This can be useful for offloading some (more) of what is stored on the iPhone.
An iPhone with internal storage insufficient for your current and future needs can and will require ongoing management.

No matter how much iCloud+ storage you might have, apps will still require sufficient local internal storage for your current task.
There is no means to upgrade internal storage. iCloud+ gives you a place to put some of what you don’t want to delete.
I think what would help diagnose your problem, as we have come from two different directions, is go to
Settings, your name, iCloud, and take a screen shot. Is it really full?
We don't know Apple's plans but 2TB is a heckuva size!

Yes you used all 2TB mostly photos. I don't think I've ever seen 2TB of photos in one place.
The 4TB option mentioned abovebmay not be available in your country, my max available is 2TB also.
OK the 4 TB storage is available only with Apple One
