Not on the iPhone itself. Visual Voicemail transfers the messages from the carrier’s voicemail server to the phone, and it can only do that using cellular data, because the carrier doesn’t know anything about your Wi-Fi connection. You can still call the carrier’s voicemail to listen to the messages.
