I go to the 4 square tab on the top right of the safari page using my Mac, but it does not show the tabs open on my other devices, i.e. iPhone. iCloud is all connected and bookmarks are syncing normally. why can't I see the open tabs? thanks

It appears that tabs you have open on your iPhone, aren't appearing on your Mac. Do you see the open tabs on your iPhone if you choose the + icon instead of the icon with the four squares in it? Keep in mind, you may need to scroll down to see the tabs.
If that doesn't work, please let us know if you're able to view and open tabs on your iPhone that are open on your Mac. That can help us isolate where the issue is possibly coming from.

If I click the '+' button next to the four squares button it just opens me a new tab, navigating to the homepage I have set. If I scroll down there's nothing more than just a new tab and the contents of that page.
Opening Safari on my iPhone and clicking the two page button on the far right to see all open tabs, it shows only what's open on my phone, not my Mac.

Thank you for those details. It sounds like there is an issue going on with both devices communicating iCloud tabs to each other, since you aren't able to see tabs from the other device on either. From here, let's see if restarting both your iPhone and Mac helps:
