Apple Cash , fraud suspected warning

Can someone please add explanation to this warning?

I sent cash request to a Legitimate verified Apple Cash member it was received by said member, after an attempt to pay was made, this message appeared on her end.

this is upsetting because my survival depends on this money! How do I rectify this.
