Photo Library Recovery

I accidentally downloaded my photo library to my desktop. All subsequent photos continue update from my iPhone to my iCloud account but the desktop version is stuck in the past. I backed up that version to an external drive and deleted it from my desktop and my hard drive. At this point what can I do to create a new Systems Photo Library that is up to date and will continue to sync?

I'd do the following:

Create a new photo library:

Hold down the Option key while opening photos

You'll get an option to create a new library

Give it a memorable name like "Pictures 2021" or something else.

With the library open:

Go to photos > preferences > general

Make the new library the system library

Go to photos > preferences > icloud

Enable iCloud photos

Everything should now begin to download to your new library and match iCloud and your devices.

If your iCloud Library is fully up to date and has all of your photos and videos do the following:

1 - create a new, empty library.

2 - designate it your System Photo Library.

3 - enable iCloud Library in Photos iCloud preference pane

4 - if you have enough room on your hard drive for all of the full sized photos do not enable "Optimize Mac Storage". If you don't have room then enable that feature.

The new library will begin to download all of the photos and videos from the iCloud Library version. Keep the Mac on and Photos open but in the background, until the download is complete. Depending on the size of the library and speed of your internet connection it could take up to a week or so.
