I enabled the option for silenced notifications to appear on my Lock Screen. For some reason I get other notifications on my Lock Screen but not new mail from my Gmail or Mail apps. I tried adding my Gmail and Mail apps in Allowed Notifications but that doesn’t work either. I also restarted my phone but it doesn’t fix the issue.

Welcome to the Apple Support Communities. We understand that you're not receiving notifications for the Gmail and Mail apps on your Lock Screen when Do Not Disturb is turned on. Let's see how we can help. You've taken some good steps so far. Just to confirm, when you go to Settings > Notifications, is Allow Notifications switched on for those apps? If so, double check to make sure Lock Screen has a check mark under it in the Alerts section. There's more information here: Use notifications on your iPhone, iPad, and iPod touch
If everything checks out there, the next step would be to make sure your iPhone is running the latest iOS version: Get the latest software updates from Apple.
