My Apple ID account is locked for security reasons

Hello guys, so I have a friend who used an iPhone 5s, then for sometime he did not use the phone and he forgot the pin, then yesterday he tried to use the phone but naturally, it got disabled, he lives in another country so I guide him to do a restore and it worked fine, then finally it came to enter apple id and password, as I can see from him photos he used an iCloud account as his apple id, but he forgot the password, we tried to do a reset but on https://iforgot.apple.com/ it says We will send instructions to your email address ending in i•••••.com. We have no idea about this id but we guessed one then it says locked for security reasons, so we tried sending an email but we don't have access to the cloud email, then we tried security question and it's wrong too, we have an old email from Apple in his Gmail Verify your email address, is it possible to recover using that? my friend is not a tech person and someone else set up the phone for him, today I reset one of my phones and tried to use his details but still the same result, apple says they sent an email to recover but we don't have access to that, can someone help please? also check the screenshot below.

For information about 'How to use account recovery when you can’t reset your Apple ID password', click here --> https://support.apple.com/HT204921 - "If you use two-factor authentication and can’t sign in or reset your password, you can regain access after an account recovery waiting period."

If that doesn't work, see if Apple can help you.

If he is being told there isn't enough information to reset them, contact Apple ID Support.

If he doesn't know the answers, if the steps in the article below don’t work, have them contact Apple ID Support, although based on multiple posts I have read, they will not help him recover the answers to his security questions.
