pretty much says it all in the question, how can I get my brightness to stop adjusting itself? I always have the automatic button turned off but it keeps changing. My phone never gets overheated and its OS is up to date. Turning my phone off and on again doesn’t resolve anything either.

Go to Settings/Accessibility/Face ID & Attention and turn off Attention Aware features. This feature will dim the screen when it thinks you aren’t looking at it.
Your screen will also dim a few seconds before the phone locks, as a warning. If you tap on the screen it will reset and brighten again.

Do you notice that this happens in certain situations or locations? Are you using graphic intensive apps or games on your iPhone when this happens? See if you can pinpoint when this happens to see if there is a trend.
Then, it would be good to Contact Apple Support since it sounds like this is unexpected behavior.

Thanks for your response Colleen, the brightness issue seems to happen when I'm reading on apps like Reddit, Chrome, Snapchat, I don't use gaming apps and the apps I mentioned might be the most graphic intensive ones I use on a daily basis. This issue appears to happen in random locations, and I've noticed that if there's fluctuations in light (sunny and then cloudy, dark to light room) it happens more frequently. But, this issue also happens without light fluctuations. Generally, I prefer my screen to be dark, I always have dark mode on and auto bright off, but if I'm in a light room and I've set the brightness low, it will start to slowly increase as I'm looking at the screen. I'll turn it lower and go back to what I was doing, but then it brightens up again.
