remote management cancelled

Using Apple Configurator 2 I supervise devices so I can use Meraki to apply restrictions. When setting up a new device I started getting an error a while ago when applying Remote Management after supervising but there was an option to skip so I just skipped that step. Since upgrading the OS on an ipad to 15.2 this option has gone and the step can't be skipped and now I am just stuck unable to set the ipad up. It is still working on an old ipod so I am assuming it relates to the OS but I also would like to fix the error I get anyway.
