Can I generate a QR code with products the user wants to buy and then allow the user to scan that QR code and proceed to pay with Apple Pay?
Is there a solution maybe to redirect the user to a web page and make the payment request from there?

There is no direct way just by scanning the QR and immediately asking the user to pay with Apple Pay without the need of a website?

You can provide a link to a website in the QR code where they can pay, and if that website supports Apple Pay, they can use it to pay there.
Beyond that, in a physical setting, Apple Pay requires an NFC terminal to complete payment.
No. You cannot magically engage Apple Pay directly through a QR code. You need to have a website that supports Apple Pay with one of the APIs yes, or have an actual physical NFC terminal for payment.
