Can’t share location on my phone

I got a new phone A couple months ago and since, I’m not able to share my location. The “ share my location “ link is grey’d out and it won’t even let me click on it, same for the iCloud feature in settings. Any idea how I fix this? I am signed in with my apple id so it makes no sense to me at all.
