it is said by Apple that if I want to reorder my payment method on iOS, I should go to Settings-click on name, payment and shipping, then click edit and reorder. When I click EDIT and can only delete, I cannot reorder.
I have Apple Pay first then Paypal and I would like Paypal first...
Any idea ?

Try this: click Edit next to the payment method ->Apple pay<- then click Remove.
So Paypal will stay as your payment method.
Then you add Apple Pay.
OK, got it, call Apple ->see: Contact Apple for support and service
