Basically, the only ways of locating a lost iPhone are through Find My or physically searching for it. Nobody on these boards or at Apple can track it hrough the IMEI, and the wireless carriers generally only will as part of the search for a missing person.

Technically, the cellular carriers can track any device by the IMEI number, but they require a court order to do so and if someone's life is not in imminent danger, that's not going to happen.
