Thanks for visiting the Apple Support Communities. If we understand, you would sometimes like to take photos with everything in the frame in focus, instead of either the foreground or background being blurred. We are happy to help!
The blurring you describe sounds like a feature of the Portrait mode in the Camera app. Portrait mode is designed to center focus on your main subject, like a person, and use depth-of-field to blur the background. Likewise, you can use it to blur the foreground in order to focus on an object in the background.
While this is an excellent option for your pictures, we know it is not always wanted. For those times when you want the whole picture in focus, you can use the Photo mode setting in the Camera app. If you don't want to change which Camera mode you're using, you can continue using Portrait mode and adjust the depth-of-field until you get your desired focus.
