Disable Profile Icon Syncing on macOS Monterey

After upgrading to macOS Monterey 12.1, my profile icon (for the MacOS login screen) started syncing between user profiles using what I assume is my iCloud account. I do not want this - I want different login icons even though I share an iCloud profile between the two users (to keep bookmarks, contacts, etc in sync). Is there anyway to disable this behavior?
