problem with e-sim and regular sim

my father has an iphone 11 plus witch he has an E-sim and nano sim i think, with 2 diffrent numbers but when he talks on the phone with one number no one can reach him with the other number, it is important that it works since its a private number and bussiness number, ive tried the settings, restarted but i cant figure out if its a settings issue or what.
