Is there a way to add the internet directly to my iPad without using Wi-Fi after purchase

No, there isn't. If you purchase a wi-fi only device, there is no way to add cellular data to that device. If you want to be able to access the internet by wi-fi and cellular, you need to purchase a wi-fi and cellular device up front.
