iphone asks for billing information when redownloading apps

I’ve been trying to redownload a game for around 2 days now called Tears of Themis, it’s a free game by mihoyo that i originally deleted because i got bored of it, but i wanted to replay it again, and whenever i pressed the install button it tells me to insert my password to view my billing information and i cant bypass it, but earlier today i downloaded crunchyroll, which i didn’t have on my phone originally, and it let me download it.

I decided to test and see if it was only with apps/games that needed redownloading, so i deleted instagram, (which i downloaded ages ago) and when i went to redownload it, it asked for my billing information again! Is there a way to fix this?
