Account disabled

my phones App Store is disabled. I tried putting my debit card info in my payment method but it keeps saying my account is disabled.

Apple says if you see this* message (or one saying, "You cannot login because your account has been locked" ), "there might be a problem with the payment method that you have on file." Apple Support is the only one who can fix this for you.
