My Apple Pay was used at cvs and I did not make that purchase how do I get my money back ?

It all depends on what payment method was used to make the purchase.
If your credit or debit card was charged through Apple Pay, then you will need to reach out to your financial institution to dispute that charge. Apple is not the bank, they only offer the wallet as a service for you. They are not responsible for charges that are made. Contact card issuer and merchant to dispute the charge.
If your Apple Cash card was charged, then I would recommend contacting the merchant to see if they are able to refund you the money.
If no luck with getting the refund back from the merchant, you can contact Apple Support and speak with someone in the Apple Cash department and they will have to transfer the call to an Apple Cash specialist at their partnering bank to attempt to dispute the charge.
Making Apple Pay purchases requires authenticating the purchase with Face ID, Touch ID, or passcode. Only you should be able to authenticate the purchase.

Reporting an issue on a certain transaction in the Apple Cash card or payment method, doesn't dispute the charge. The report an issue options reports incorrect Merchant info such as the merchant name, or category.
The feature for Report an Issue that your speaking of is available under the Apple Card transaction history.

If you see a transaction you do not recognize or have an issue with a transaction open Wallet>tap on the card used>tap on the transaction (photo 1)>tap on the amount (photo 2)>look for a report an issue link. (photo 3)

I was just stating that from what I took of the original question, it stated my Apple Pay had been charged. I seen you had commented with tap on report an issue, just wanted to clarify it for the OP so they do not think they have that option in the Apple Cash card or their payment method to "report an issue" like you showed in your pictures.
The amount of time you've been answering questions, does not mean anything to me. Glad to see your helping out here in the discussions!
When I pull up that option, the first thing on the list is dispute charge. I have been answering these questions a long time. I would not knowingly suggest something that does not work.
You are the only one to mention Apple Cash.
You should also report to the card issuer that your card was compromised. Apple Pay is only a contactless payment system for your existing card.
