Lockhed out of new refurbished iPad (while trying to set it up)

Just bought a refurbished 6th gen iPad. We tried setting it up yesterday but it would not accept the thumb print or passcode we just assigned to it. When we logged into itunes to "restore" it, it said we needed to download the latest version of itunes...which we can't do b/c we can't get in!

The latest version of iTunes can be downloaded from either Apple of the Microsoft App Store:

https://www.apple.com/uk/itunes/ this is installed on the PC & not the iPad.
