The VPN service has nothing to do with whether you can make or receive phone calls. I believe that you are talking about APN settings for Metro by T-Mobile. In this situation, the best thing to do is to contact Metro and have them help you setup your service properly.

If you need a VPN for work, contact your IT department.

If it's not a job requirement, you're better off without one.

If for whatever reason you think you need one (you don't) you will need to download an app and subscribe to a service.
