Why don’t my contacts get stored in iCloud storage

contacts is selected in I cloud settings. But when I go to manage storage Contacts does not appear in the list of backed up apps. For that reason the contacts in my iPad are 1500 and the contacts in my iPhone with the same apple ID are only 583. How do I fix this?

Contacts are associated with your email accounts. The contacts app just pulls in the data from your accounts so you will not see the app as backed up. Learn more: https://support.apple.com/en-us/HT205754
