How to erase old apple id and password without the password to the account

I purchased a second hand apple watch and upon trying to pair with my phone it asked for the apple id of the original owner. I do not have that information and want to know if there is a way to clear it.

If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.

Turn off Activation Lock - Apple Support. *
