I'm using Time Machine on an external hard drive to backup all my files on my computer. But does Time Machine also backup my images and videos in the "Photos" app? (and if yes, how would I access those files when I enter the Time Machine?) Or does icloud backup all of those files in the Photos app?

TM backs up up everything (except items you have intentionally excluded). Your Photos Library is in /user/pictures. iCloud can have them for syncing if you have that option set in your iCloud preferences.
