Blue frames I cańt take away

On my Ipad, somehow and sometimes, but more frequently, a blue frame shows up and all of a sudden everything I usually do on my keyboard react with new actions. I dońt like it, I almost hate it since I cańt take it away! Please, anyone, help!!!
